India has broad experience working in project, policy and government roles in Victoria and Queensland in human service areas. She provides cross-sector expertise in policing, foster care, disability, homelessness and youth justice and is passionate about supporting staff to achieve the best outcomes for young people. Key projects included developing the 2021 Youth Justice Framework for Practice, a project informed by the consultation and development of the Youth Justice Framework for Practice. It included the voices of over 1000 people, including youth justice staff, community members, parents, carers, and young people. At Victoria Police, she guided continuing counter-terrorism operational policy through information gained through consultations with Muslim, Somali and Lebanese communities. This project aimed to strengthen police-community engagement in counter-terrorism operations further and have community voices when improving police operational practices. |

Mmaskepe is a human rights expert with over 30 years of experience providing specialist advice internationally in a range of contexts, including Australian state, local and Federal government advisory services and working with refugees with the UN in South Sudan and running her consultancy on the topic for many years.
She has a proven history of assessing and monitoring the application of rights in public policy and unique expertise in identifying risks, deficiencies and opportunities in positive obligation fulfilment. Additionally, she has extensive experience providing rights and responsibility education and training across police and community sectors, consistently enhancing efficiency, effectiveness and stakeholder participation across various sectors internationally. Her pioneering human rights education and training approach has consistently enhanced efficiency, effectiveness, and stakeholder participation across various sectors. Mmaskepe's impactful contributions include spearheading the integration of human rights within Victoria Police, women's health, and child protection services. |
